3-Hr Roadway Safety Driving Education Program

Previously known as the 3-Hour Alcohol and Drug Education Program, the Maryland MVA-approved 3-Hour Roadway Safety Education Program is a mandatory course for drivers with an out-of-country license who are seeking to obtain a Maryland driver’s license. This state-required program covers Maryland traffic laws, the legal and safety consequences of impaired driving, and the importance of responsible driving behaviors. This course ensures international drivers meet Maryland MVA requirements before scheduling their road test and completing the licensing process.

The course is offered in two formats: online and in-person. Upon successful completion, students will either receive a paper certificate to present to the MVA or be electronically certified if they already possess a Maryland ID.

In-Person

  • Led by a Maryland MVA-certified driving instructor

  • Maryland MVA-approved curriculum that meets all state requirements

  • In-person instruction completed at our Silver Spring, MD office

  • Students must pass a 20-question exam with a minimum score of 80% to successfully complete the course

Online

  • Self-paced online course (not instructor-led)

  • Maryland MVA-approved curriculum

  • Available in English and Spanish

  • Upon completion, students receive a proof of online completion certificate (not an official MVA certificate)

  • Students must pass a 20-question exam with a minimum score of 80%

COST:

  • $60

All students must take and pass the in-person 20-question paper exam in order to successfully complete the program and be certified electronically or receive the actually certificate that you must present to the MVA. While electronic certifications do not expire, paper certificates are only valid for 1 year from the date of issuance.  If the certificate expires, student's must retake the program again.
